I propose an ambitious plan to end food insecurity everywhere. In the United States and many other countries, supermarkets throw away about one-third the harvested food due to a blemish, an unacceptable shape or unsightly color.
Matthew Drummond in Poverty, by America states that federal food assistance is largely administered by state governments who have much leeway on how the money is spent. Frequently they spend it on something else or do not spend it at all.
I want to end food insecurity in every country. I have seen amazing land reclamation and water harvesting projects in YouTube presentations. I want to fund these projects and encourage other countries to make sure that food arrives on someone´s table and not the dumpster.
I offer three tasks:
1) Revise the food assistance legislation to require that federal money is spent on the poor. If they do not use the money, send it back.
2) Ask the Agriculture Department for guidance on seeing what it takes for the supermarkets to give unsellable produce to the food pantries or families.
3) Ask the State Department to see what is happening with the food that the foreigners throw away or offer reforms.
Where will the money come from? Look at our bloated Pentagon budget which is equal to the next 10 countries in line. Reduce 750 military overseas military bases to 100. Decommission 4,500 nuclear weapons and keep 1,000 for deterrence and wandering asteroids. President Biden can give these orders without requesting Congressional approval.
